The Opportunity

Israel Has a Severe Housing Shortage

Israel is estimated to be 350,000–400,000 housing units short. Several unique factors keep demand well ahead of supply:

  • 93% of land is government-owned

  • Slow approval processes

  • Geography limits expansion (Israel ≈ size of Dallas/Fort Worth but has 2M more people and 55% desert so there is less usable land)

  • Highest birthrate of any developed country

  • Rising global antisemitism accelerating foreign demand

Israel does not have any public listing databases or MLS system like Zillow, CoStar, LoopNet, or Crexi. Access comes only through long-standing relationships. That’s why our local network of trusted architects, engineers, attorneys, and project managers are essential to sourcing off-market.

Profit Split: After the 8% annual preferred return is paid, the original investment is returned, and a 20% annual rate of return is achieved – then a 25% carried interest is earned by the GP. After a 25% annual rate of return is achieved, then a 45% carried interest is earned by the GP.

Deposit Structure: 10% refundable deposit, once a project is identified there will be a 30 day notice for the remaining capital.

Refund Guarantee: If no project is acquired within 9 months, deposit is returned. Our goal is to acquire multiple properties to diversify risk and build long-term, repeatable impact.

Our current Rebuild Israel Fund focuses exclusively on pre-development and entitlement, not construction. That means:

  • We buy land already zoned for residential use

  • Municipalities complete all core infrastructure (roads, water, sewer, gas, electrical)

  • We sell shovel-ready projects to reputable builders

  • We avoid construction risk, cost overruns, and multi-year build cycles

Our Team

  • Michael Lynch began investing in Israel in 2019 and founded Olivet Capital LLC in 2020 to source and manage investment opportunities in land development and residential real estate in Israel.  He has also founded two companies in Israel, including Rebuild Israel Fund Ltd., and four investment funds in the US to purchase and develop land and to build residential real estate in Israel.

    In his 27 year career, Michael has served as a founder and executive of a broad array of businesses and non-profits.  As a wealth manager and financial advisor for some of the largest financial institutions in the world, he has been part of hundreds of millions of dollars of transactions for clients and their businesses.  He has worked at prestigious companies like Merrill Lynch, Prudential Securities, US Bancorp as well as founding his own successful investment and real estate firm.  Michael has been responsible for underwriting and the investment processes of approximately $450 million in transactional volume across all real estate sectors.  Michael has been privileged to serve on many non-profit and executive boards but considers his work in Rebuilding Israel the most fun, rewarding, and fulfilling work he has ever done.

    Michael earned his B.S. in Finance from the Kelley School of Business at Indiana University in Bloomington, IN.

  • As Founding Partner of the City Center Branch of Yehuda Raveh & Co., Calev's practice focuses on corporate and intellectual property law, as well as non-profit law, immigration law and civil rights.

    Calev serves as general counsel to over 100 non-profit organizations in Israel, focusing on education, humanitarian needs, social justice and civil rights, and provides ongoing representation to significant high-tech, telecommunications and media companies. He has been published in the International Financial Law Review and he currently represents many foreign clients and international entities which invest in various ventures in Israel.

    Calev joined the firm as an intern in the Corporate and Intellectual Property Department in 2001. In 2004, he became a partner and in 2009 Calev established and opened the City Center Branch of Yehuda Raveh & Co. Law Offices, where he manages a staff of over 20 lawyers, interns and paralegals.

    Calev serves as the Founder and Executive Director of ARISE - Alliance to Reinforce Israel's Security and Economy and serves as the Chairman of the Anti-BDSCommission of the Israel Association of Bi-National Chambers of Commerce. Calev personally hosts an annual business matchmaking summit connecting international business networks and chambers with the economy in Israel in collaboration with the Ministry of Economy, the Ministry of Strategic Affairs, the Israel Export Institute, the Manufacturers Association of Israel and the Israel Federation of bi-national Chambers of Commerce.
    Calev is also the Deputy President of the International Association of Jewish Lawyers, an organization which strives to combat anti-Semitism and advance human rights everywhere, including the prevention of war crimes, the punishment of war criminals, the prohibition of weapons of mass destruction, and international cooperation based on the rule of law and the fair implementation of international covenants and conventions.

  • As Managing Partner of the City Center Branch of Yehuda Raveh & Co., Nir's practice focuses on project management, project finance, real estate law and taxation, as well as general commercial and corporate law. In 2004 Nir joined the firm, and upon the establishment of the City Center Branch in 2009, joined its founder, Calev Myers, in the new offices as Managing Partner, where he manages a staff of over 20 lawyers, interns and paralegals.

    Nir works as a strategic legal and business consultant for foreign investors and professionals with business activities, projects and enterprises in Israel. He has extensive experience in complex commercial transactions, mergers and acquisitions, project finance, real estate transactions, real estate taxation, construction and development projects, hotels and tourism projects, receiverships, dissolution and rehabilitation of corporations, representation of commercial and mortgage banks, counseling of insurance and finance companies, trusts and commercial litigation. He serves as General Counsel and business trustee to numerous international corporations and non-profit organizations on an ongoing basis.

    Nir acts as a local representative for large business owners from the U.S., Canada, Europe, India and China. Amongst his many projects for international business owners and investors, Nir has lead the purchase, renovation and rebranding of Jerusalem hotels, the establishment and development of museums from the ground up, other significant tourist enterprises around the country, the establishment of a campus of a foreign university in Israel and the corporate restructuring of one of the world's largest international non-profit organizations.

    Nir also serves as the attorney and strategic advisor for the Friends of Zion (FOZ) Museum in Jerusalem.

  • Rotem Kimhi has extensive experience in property and real estate law, including representing many clients in property and real estate transactions, sale and purchase of second hand properties, purchase of properties from contractors, acquisition of rights through purchasing groups, combination transactions, land acquisitions, representation in the process of appraisals and tenders, representing contractors and other similar dealings.

    Rotem has experience in leading complex urban renewal projects such as “Tama 38” and “Evacuation and Construction” Projects, including all of the project's ongoing agreements and legal consultation. In some of these projects he has represented contractors and entrepreneurs, and in others he has represented tenants.

    As part of his work, Adv. Kimhi conducts comprehensive due diligence examinations for potential assets, assists and advises in the fields of taxation and transaction finance. He assists with building plans and business structures of complex and sensitive projects. Among other services Adv.  Kimhi assists many foreign clients who do not live in Israel in purchasing Israeli properties and manages them in trust for owners who are not in the country.
    In the framework of representation in various deals, Adv.  Kimhi has conducted many legal negotiations, and business negotiations as as required, and succeeded in bridging disputes, finding creative solutions, rehabilitating and bringing to fruition transactions and projects that had been abandoned or reached an impasse.

    Additionally,  Adv. Kimhi advises companies and individuals and provides legal guidance to entrepreneurs and businesses at the stage of establishing a business, establishing companies in the Registrar of Companies, preparing commercial contracts, agreements between shareholders, and the similar processes.

  • Bram Fine was born in South Africa and moved to the USA at the age of eleven.  After visiting Israel at the age of thirteen, it was not only his dream, but his deep conviction that he would move to Israel.  After finishing his studies as an Architect and working in his own non-profit office for three years in Chicago, Bram worked for the US Federal government at the Housing and Urban Development (HUD).  After one year at HUD, Bram finally realized his dream and his calling, and emigrated to Israel.  In 1984, Bram and five other families founded a new community village in the Northern Galilee, called Har Halutz (Pioneer Mountain). He settled on a mountain-top just north of the city of Karmiel. They had no water, electricity, roads, or other infrastructure. Today the community is 150 families strong and growing. Many of the homes, and public buildings were designed by Bram.  After serving in the IDF, Bram opened his Architecture and project management firm in Israel.  Bram have planned over 500 private homes, over 50 public buildings, dozens of commercial buildings, parks and playgrounds.  Bram has extensive experience working with local planning and zoning boards and all the complexities of getting zoning changes and building permits in Israel.  

    In addition to his architectural ventures, he is a beloved art teacher for young children at Har Halutz.  He is also a writer, and has completed 26 books, novels, inspirational, poetry, and children’s stories, all published on Amazon.

    Bram earned a B.A. in Architecture from the Illinois Institute of Technology (IIT), Chicago, IL.

  • Elad Moshe is a highly respected Real Estate Appraiser, valuation expert, and strategic advisor with nearly two decades of experience in Israel’s property market. As the founder and owner of a private real estate valuation and consultancy firm since 2010, Elad has become a trusted professional for government ministries, municipal planning committees, real estate developers, legal firms, and leading commercial entities across the country.

    Before establishing his firm, Elad served as Assistant to the CEO at Matzlaui Construction Ltd., a publicly traded company on the Tel Aviv Stock Exchange. In this role he oversaw asset supervision, project management, economic viability analysis, negotiations for land acquisitions, coordination with architects and engineers, and continuous interaction with municipal and governmental authorities. His work included structuring new development initiatives, leading cross-organizational collaborations, and representing senior executives in high-level negotiations.

    Elad also managed national portfolios at Salbao REIT Israel Ltd., where he was responsible for income-producing assets including residential clusters, commercial structures, and strategic land parcels across the country. His role included value-add strategy development, property rehabilitation, acquisition assessments, and long-term investment planning.

    He began his professional journey with an internship at the State Appraiser’s Office (Ministry of Justice) in Jerusalem, gaining firsthand experience in governmental valuation standards, regulatory frameworks, and national-scale assessments.
